The geopolitical processes happening recently show the fact that no political system is immune to illegal activity of the terrorist groups and influence of negative economic processes. Processes of illegal migration, expansion of the international criminal networks selling drugs and a slave trade are one of the few problems which the Asian continent faces. Besides high conflict potential remains here thanks to the continuing territorial disputes and the militarization of a number of the countries, including accumulation of nuclear potential and means of its delivery. The list of these threats dictates need of searching the efficient mechanism of interaction for ensuring regional security and stability. One of such initiatives is activity of the Meeting on interaction and measures of trust in Asia (MIMTA). The platform created at the initiative of Kazakhstan in 1992 actively participates in development of multilateral measures of trust which are directed to strengthening of the peace, safety and stability in Asia. Today 26 states, 12 observers, including the UN, OSCE, PATC and the League of Arab States (LAS) are a part of MIMTA. Each four years the Summit of heads of state and government makes recommendatory decisions in military-political, ecological, humanitarian and economic spheres, and also on the modern calls and threats. Within the Catalogue accepted in MIMTA, trust measures for five main measurements are defined: economic, ecological, humanitarian, fight against new calls and threats, and also military-political. At a stage of a becoming of MIMTA Kazakhstan offered a unique approach for development of Asian dialogue: to begin with implementation of measures of trust in the field of fight against new calls and threats, and also in economic, ecological and humanitarian measurements, and further, on the basis of the atmosphere of good will which is already created by this time, to start implementation of measures of trust in military-political measurement. Such method yielded the results – today the Meeting actively participates in forming of measures of trust for key problems and threats in Asia. There is positive experience of the Meeting when during the summits at one table it was succeeded to have representatives of different conflicting parties: Israel and Palestine, Pakistan and India. Undoubtedly, these long-term conflicts cannot be resolved at one round of negotiations; nevertheless, thanks to MIMTA the parties managed to find some points of contact and for some time pulled together the positions. The Fourth summit of MIMTA in Shanghai in May, 2014 brightly showed that member countries consider MIMTA not only as the dialogue platform, but also are interested in use of its platform for promotion of new global initiatives and projects. This summit was marked by rather interesting results. Actually, Beijing designated need of formation of the new concept of Asian safety – general complex steady safety with new approaches, the freedom from fetters of “Cold War” and “separation”. The Chinese side from the moment of holding the summit brought several innovations in its work. For example, within the meeting there began the work business and youth councils. Also the initiative of Kazakhstan about the MIMTA transformation to the Organization for safety and development in Asia (OSDA) which could become some kind of analog of OSCE in Asia became one of key events of the summit. According to Astana, in the conditions of global crisis the West cannot steadily develop in separation from the East. Therefore the countries of Asia need to be engaged in peaceful development of the continent self-contained. First of all, the relative cooperation and mutual understanding, and also the accounting of east traditions and values in global development are necessary. It is considered that OSDA can become one of the ways of recovery from the crisis of outdated model of development of the world not only on the Asian continent, but also around the world. Experts consider that Kazakhstan proved as the fissile international player in formation of architecture of global and regional security. It is well-known that initiatives of this country are traditionally directed to strengthening of cooperation in the region and searching mutually acceptable and peace- oriented decisions. According to a number of the international experts, “Asian OSCE” can serve as the alternate center of development and adoption of collective decisions in the sphere of safety, and also the padding dialogue platform in the course of an Asian integration. At the fifth meeting of Ministers of Foreign Affairs of MIMTA which took place this year in April in Beijing the Foreign Minister of Russia Sergey Lavrov noted that the Meeting proved the usefulness as the platform for discussion of collective approaches in the solution of various international problems. It is necessary to strengthen and increase a practical component of activity of MIMTA for efficient implementation of measures of trust in all directions of cooperation. Today it is possible to note with confidence that member countries interacting within MIMTA, show a uniform spirit on the relative measures of trust and strengthening of political and social and economic stability on extensive space. The countries attach prime significance to forming of equal dialogue and the atmosphere for fruitful interaction. The MIMTA transformation to the new international organization will have the unique specifics. In case of success this project can become the model tool of peace and prosperity in Asia in the XXI century.
